Biographies

Robert R. McMillan
Chairman, U.S.-Panama Business Council

Robert R. McMillan is a partner in the law firm of McMillan, Rather, Bennett & Rigano, P.C. He is also a member of the board of directors of Empire BlueCross BlueShield. He Chairs the board's Investment Committee. During the course of his career, Mr. McMillan was employed by Avon Products, Inc. for sixteen years. Before joining Avon, Mr. McMillan served as an Honor Graduate Attorney in the Anti-Trust Division of the United States Department of Justice; Counsel to U.S. Senator Kenneth B. Keating; and Special Assistant to Richard M. Nixon prior to his Presidency.

After running for the United States Senate in 1988 and winning editorial "praise" from The New York Times, Mr. McMillan was named by President George Bush to the Board of the Panama Canal Commission and confirmed by the United States Senate for the post on November 19, 1989. On October 27, 1993, Mr. McMillan was elected Chairman of the Commission's Board of Directors -- the first person who was not an official of the Department of Defense to serve as Chairman. He presided through October 1994.  Continuing his interest in Panama and the Canal, Mr. McMillan currently serves as Chairman of the United States - Panama Business Council.

In 1987, Mr. McMillan founded the Long Island Housing Partnership, Inc. and served as its Chairman until 2001. The Partnership is the first suburban coalition in the United States of business, banking, labor, religious organizations and institutions of higher learning to build and facilitate the construction of affordable housing.

Mr. McMillan has been a member of numerous government commissions and boards including Chairman of the SUNY College at Old Westbury Foundation [2001-date]; National Advisory Board of Fannie Mae [1998-2000]; Long Island Power Authority [1997-1998]; President Reagan's Advisory Committee on Women's Business Ownership [1983-1985]; Industry Policy Advisory Committee, a trade policy committee for the U.S. Trade Representative and the Secretary of Commerce [1983- 1986]; New York State Statue of Liberty Centennial Commission [1984-1986]; Advisor to the U.S. Delegation to Consumer Policy Meetings of OECD [1972-1974]; and New York State Commission on Powers of Local Government [Wagner Commission] [1971-1973].

Mr. McMillan has been the recipient of several awards including the Brotherhood Award of the National Conference of Christians and Jews [1987]; Distinguished Citizen Award of the Nassau County Museum of Fine Arts Association [1987]; Long Island Distinguished Leadership Award [1987]; Pioneer Vision Award of the United Way of Long Island [1988]; Michael Musmanno National Columbus Day Award [1988]; Community Service Award of the New York Boys Choir [1988]; Rough Rider and Good Scout awards of the Boy Scouts of America [1988 and 1989]; Excellence in Leadership Award of the Helen Keller Services for the Blind [1990]; the 1994 Humanitarian Award of the Alzheimer's Association; the Community Service Award of the Institute for Community Development [1995]; the Human Services Award of Transitional Services-New York [1995]; the Dowling College Holiday Tribute Award [1996]; the Human Relations Award of The American Jewish Committee [1997]; the Distinguished Leadership Award of Long Island Business News [1998]; the 50th Anniversary Honoree of the Association for the Help of Retarded Children [1999]; and the Old Westbury College Medal for Global Leadership [2001].

He served in the United States Army from 1952 to 1954 and left the Army as a First Lieutenant. He was awarded the Bronze Star Medal while serving in Korea. Mr. McMillan received his Juris Doctor degree from Brooklyn Law School in 1960 after completing his undergraduate work at Adelphi University. Appearing regularly on national television talk shows, Mr. McMillan also co-hosts Face-Off, a PBS Television show seen throughout the metropolitan New York area.

Ambassador Juan B. Sosa
President, U.S.-Panama Business Council, USA Chapter

Juan B. Sosa arrived in Washington, D.C. in October 1987 as Ambassador of Panama to the White House representing the Government of President Delvalle. Prior to this and since 1963 he  was a member of the private sector, having worked for Colgate Palmolive Company at the beginning of his career as an international marketing executive, and since 1969 as Chairman of the Board of his own business and marketing consulting company specializing in market research, political polling, social forecasting, and media. From 1970-'72 he was General Manager of Panama's Philip Morris licensee. Between 1985 and 1989 he served as Chairman of the Board of Air Panama, the national airline, and between 1987 and 1989 as ex-officio Member of the Board of Directors of the Panama Canal Commission.

Ambassador Sosa has written numerous articles for magazines, newspapers, and periodicals, and has given lectures at several prestigious Universities.  He has also acted as speaker for many prestigious organizations and has appeared as a guest on numerous television programs.  At present he is a regular guest on talk shows dealing with hemispheric issues. In 1998 he was honored with the Hispanic Magazine’s Prestigious "U.S.-Latin American Friendship" award.

Conscious of his responsibilities to the community, he has served as President of the American Chamber of Commerce of Panama, Vice-President of the Board of Advisors of Nova University, and Chairman of International Relations of the Republican Party of Panama. He also served for a number of years as Executive Vice President of the Greater Washington Ibero American Chamber of Commerce. At present Ambassador Sosa is President of Panamerica, a Washington-based marketing firm specialized in public policy and business development serving the U.S. market, and Latin America. He also is President of the U.S.-Panama Business Council, a member of the Board of Governors of the City Club of Washington, board member of the Mid-Atlantic Chapter of the U.S.-Mexico Chamber, and President and CEO and one of the founders of the Greater America Business Coalition.

Ambassador Sosa is a graduate in Business Administration from the University of Oklahoma, and a member of its International Board of Advisors.

Felix A. Carles
President, U.S.-Panama Business Council, Panama Chapter

Felix A. Carles was reelected in February of 2001 for a third consecutive term as President of the U.S.-Panama Business Council, Panama Chapter. In addition to his role as President of the Council, Mr. Carles is a board member of the American Chamber of Commerce of Panamá (AMCHAM), Vice President of the Association of Real Estate Agents (ACOBIR), and board member and/or member of several other business associations.

Mr. Carles is President of his own real estate and insurance company "Bienes Raíces y Seguros Carles" incorporated in 1975, a company that specializes in sales of condominiums, individual housing, houses in the Canal areas, and houses for retirees.

Under the leadership of Mr. Carles, the U.S.-Panama Business Council has grown dramatically, creating programs that involve the promotion of business opportunities in Panama throughout several cities in the United States.

Dominador Kaiser Bazán
Second Vice President of the Republic of Panama

Dominador Kaiser Bazán was elected as Second Vice President of the Republic of Panama on May 1999 and took over his responsibilities in September of the same year. He is the founder of Ingenieria Caribe, S.A, which for more than 35 years has had an important role in the construction and development of Panama.

Vice President Bazán served as Ambassador of Panama to the United States and Canada for almost two years. Under the Government of President Chiari he served as Vice Minister and Minister of Public Works. He was Executive Director of Roads, Airports as well as Quay Commission and past member of the board of directors of the Agronomy Reform Commission. From 1984-1986 Vice President Bazán was the General Director of the Social Security of Panama.

In the private sector Vice President Kaiser Bazán has held positions such as President of the Panamanian Construction Chamber (CAPAC); President of the National Counsel of Private Enterprise (CoNEP); President of the Chamber of Commerce, Industry and Agriculture of Panama; President of the Federations of Chambers of Commerce of the Republic of Panama; President & Founder of EXPOCOMER. He is an active member of the Panamanian Society of Engineers and Architects, President of the Latin American Federation of the Construction Industry (FIIC), member of the Executive Committee of the Inter American Council of Commerce and Production (CICyP), and President of the National Association for Economic Development (ANADECO).

Vice President Bazán is founder and current member of the board of directors of the Private Sector Council for Educational Assistance (COSPAE); "Godfather" of the Santa Maria la Antigua University, and Director of the Panamanian Chapter of the prestigious University Center, INCAE. He is a founder of Fundación ANDE, through which he has participated in key projects for the creation of employment and the fight against drugs among other important projects.

Vice President Bazán has been recognized with the following distinctions: Declared Meritorious Son of the Cities of Panama and Colon; Presidential Distinction of the Panamanian Chamber of Commerce; William Ross Medallion-C.A.P.A.C.; Ralph De Lima Medallion- COSPAE; Florencio H. Icaza Award- S.P.I.A; and Presea Federación Interamericana de la Industria de la Construcción "F.I.I.C."

Vice President Bazán received a Bachelor degree in Science from West Point Academy and a Master in Civil Engineering from Stanford University.

Victor Nelson Juliao Gelonch
Minister of Public Works

Victor Nelson Juliao Gelonch was appointed Minister of Public Works by President Moscoso on August 2000, after serving as Minister of Economics and Finance. As Minister of Public Works, Eng. Juliao has responsibility over a number of infrastructure projects programmed for the coming years. During the administration of President Guillermo Endara, Mr. Juliao was Minister of Finance.

Minister Juliao has a distinguished career in the private and public sector. At the beginning of his career he worked as construction engineer for Vallarino y Arias, one of the most important construction companies in Panama, and at the University of Panama as engineer inspector. In 1991-1992 Mr. Juliao was General Manager of Empresa Estatal de Cemento, and oversaw the successful privatization process of the state’s cement factory. He is also president and owner of Poliplásticos Industriales.

Besides his stints in the government and as a business owner, Minister Juliao had a distinguished career as an executive of Esso Standard Oil (Exxon) where he had different responsibilities and worked in several countries. In Panama he occupied the positions of Plant and distribution supervisor, Operations Manager, Director of Economics and Planning, Sales Manager, and Marine Manager among others. From 1987 to 1990 he served as General Manager of Esso’s subsidiary in Aruba (Dutch Antilles), before returning to Panama as owner and general manager of Poliplásticos Industriales. Throughout his career he has participated in numerous conferences and workshops.

Minister Juliao attended Arizona State University. He is a graduate of the University of Panama in Civil Engineering.

Alberto Alemán Zubieta
Administrator, Panama Canal Commission

Engineer Alberto Alemán was born in Panama, Republic of Panama. In 1973, he earned an industrial engineering degree from Texas A&M University and, subsequently, in 1974 obtained a degree in civil engineering from the same university. Eng. Alemán was nominated by President Ernesto Perez Balladares and appointed Administrator of the Panama Canal Commission on August 18, 1996 by the President of the United States, after confirmation by the U.S. Senate to hold the highest-ranking position in the operation and maintenance of the Panama Canal and for preparations for its smooth transfer to Panamanian control on December 31, 1999. In 1998 he was appointed Administrator to the Panama Canal Authority, the entity that took responsibility of administering the Canal when it transferred to Panama at the end of 1999.

Eng. Alemán is a member of various Panama civic and professional organizations. He has served on the boards of many organizations including the Panamanian Construction Chamber (CAPAC), Panama’s Architects and Engineers Association (SPIA) and Young President’s Organization (YPO)- Panama Chapter. During his lifetime career achievements, Eng. Alemán has been recognized with various awards, such as the "William Ross Medal" in 1992, which is CAPAC’s most prestigious award; the "Federal Engineer of the Year Award" from the American Society of Civil Engineers; and the "1998 Florencio Icaza Award", given by the SPIA, for his merits and outstanding achievements as an engineer and as public figure.

Eng. Alemán is fully committed to maintaining efficient day-to-day operations of the Panama Canal, providing world-class service to customers and ensuring that the canal will be prepared to meet the challenges of the future.

Alfredo Arias Grimaldo
Managing Director, Interoceanic Region Authority

Alfredo Arias Grimaldo is Managing Director of the Interoceanic Region Authority (ARI), the government agency with the responsibility of developing the lands and assets around the Canal that were transferred to Panama as part of the canal treaties. Prior to his appointment at ARI in February 2000, Eng. Arias was a Senator of the Republic of Panama, representing a congressional seat in Chiriqui, the westernmost province of Panama. As a Senator he was instrumental in the implementation of a number of projects related to health, education and public works.

From 1991 to 1992, Eng. Arias was Minister of Public Works during the Endara Administration where he managed and executed projects with a value of over $280 million, covering a number of initiatives which included, among others, the expansion of urban and rural roads.

In the private sector, Eng. Arias has a distinguished career having worked for prestigious companies during his early professional years and later on as President of his own construction company. He is a former President of the Panamanian Society of Engineers and Architects (SPIA); former President of the National Board of Engineers and Architects; former President and member of the Panamanian Chamber of Construction (CAPAC); former board member of the Panamanian Business Executives Association (APEDE); member of the American Society of Civil Engineers (ASCE), and of the Rotatory Club of Panama.

Eng. Arias holds a Bachelor of Science Degree in Civil Engineering from the University of Florida, a Master in Structural Design and a Master in Structures from the Hormigón Armado University of Rome, Italy. He speaks fluent Spanish, English, and Italian.

Jerry G. Salazar Acquie
General Administrator, Maritime Authority of Panama

Since 1999 until present Mr. Salazar has held the position of General Administrator of the Maritime Authority, an autonomous agency of the Republic of Panama. The Maritime Authority was created to promote, manage, regulate, project and carry out the policies, strategies, laws and regulations, plans and the programs that are directly or indirectly related, or connected to the functioning and development of the Maritime Sector.

Prior to his present position, from 1995-1999 Mr. Salazar worked as General Manager to the Ocean Supplies Corporation, a ship chandler agency providing supply services for vessels. From 1994-1995 and from 1972-1989 he served as General Manager for the Japan Tuna Corporation (Panama), a shipping agency. From 1989 to 1994 he was General Director of the Panama Port Authority, an autonomous agency of the Republic of Panama created to manage, promote and regulate all activities and strategies related to the developing and functioning of the ports sector. From1969-1972 he worked as Boarding Office at the Panama Agencies Company, a shipping agency, and from 1968-1969 in the same position at the Pacific Steam Navigation Company. Additionally he worked for Pan American World Airways, from 1965-1968.

Mr. Salazar serves as a Board Member of the Central American Maritime Transport Commission. He also serves as Representative of Panama to a number of prestigious organizations including the Permanent Commission on Ports (OAS), American Port Authorities Association, Internal Maritime Organization, International Labor Organization (Maritime Labor Sector), Inter-American Tropical Tuna Commission, International Commission for Conservation of Atlantic Tuna, and the International Association of Ports and Harbors.

Mr. Jerry Salazar holds a Bachelor’s Degree in Business Administration from the University of Panama and is fluent in English and Spanish.

John S. Brock
Director of Real Estate Services, McKinney International

Mr. John Brock attended the University of Michigan State, School of Urban Planning and Landscape Architecture from 1981-1983. He offers over 20 years of experience as a land planner including project development and design and contract administration related to site development. He is currently director for real estate services at McKinney International. Mr. Brock has in-depth experience with industrial and commercial site selection, land use studies, land acquisition, feasibility studies, land use planning, zoning, site planning, site plan approvals, local government liaison and industrial land marketing. He is particularly noted for initiating and facilitating successful relationships between landowners, developers and commercial and industrial users.

Mr. Brock’s representative projects include Centro Multi-modal industriales y de Servicios, Colon, Panama, as project manager for Development; Proyecto Bique, Arraijan, Panama, as project manager; Hewlett Packard, Chesterfield County, Virginia in which he was involved with site feasibility, land acquisition zoning and fast track approvals; Finca Rio Alejandro, Colon, Panama, as project manager for feasibility and planning; Inversiones Ocopa, Colon Free Trade Zone as project manager; Chemtreat, AppleValley, California as project manager for site selection, feasibility and land acquisition for this industrial and chemical facility; River’s Bend Center, Chesterfield County, Virginia as manager of a consultant team; Virginia Deep Water Terminal, Hampton, Virginia as project manager; Caroline County Industrial Feasibility Study, Caroline County, Virginia as project manager. Meadowbridge/1-295 Sub Area Plan, Hanover County, Virginia as director of comprehensive land use; and transportation plan and Sliding Hill Property Concept Plan, Hanover County, Virginia as principal land planner for physical development study.

Mr. Brock’s professional affiliations include the American Chamber of Commerce and Industry of Panama; Sponsor of Free Rural Medicine Clinics, Panama; American Society of Landscape Architects; Urban Land Institute; Virginia Economic Developers Association; Greater Richmond Association for Commercial Real Estate; and American Planning Association.

Jorge Fernandez
Director-Latin America/Caribbean

Jorge L. Fernandez is Director- Latin America for Delta Air Lines at its world headquarters in Atlanta, Georgia. Mr. Fernandez has full operational responsibility for Delta’s Latin American region, including all customer service, financial sales, marketing, human resources and corporate representation issues. In his capacity, Mr. Fernandez also has responsibility to further develop Delta’s Latin America and Caribbean strategy.

Mr. Fernandez came to Delta from Veridian Engineering, where he led the company’s efforts in implementing strategic plans for public agencies and institutions to overseas crises. Prior to his tenure with Veridian Engineering, he served 24 years in the U.S. Air Force as a command pilot, strategic planner and international affairs adviser. He held various diplomatic posts where he led air base access rights negotiations for a U.S. Air Force aviation hub and directed mediation between states.

Fluent in Spanish and Portuguese, Mr. Fernandez received a Bachelor’s degree in Business Management from the University of Puerto Rico and a Master’s degree in International Marketing from Texas Christian University. He is a National Defense Fellow in Brazilian Studies from the University of Miami’s Graduate School of International Studies.

Carlos Manuel Urriola Tam
Vice President of Marketing, MIT

Mr. Urriola joined MIT in 1995 as its Assistant Vice President of Marketing. In 1978, he graduated with a degree in Industrial and Systems Engineering from the Instituto Tecnologico y de Estudios Superiores de Monterrey, Nuevo Leon, Mexico.

From 1979 to 1993, he held various positions in the National Port Authority of Panama, including Operations Director, Executive Planning Director and Special Projects Director.

From 1993 to 1995, he worked as a private consultant in port projects and was involved in the MIT project from the early stages.

Mr. Urriola was promoted in 1996 to Vice President of Marketing and currently oversees all customers relationships for MIT’s daily operations.

Recently, Mr. Urriola became President of the Panama Chamber of Shipping (year 2001-2002).

Hans Stig Moller
Managing Director,
Maersk Panama S.A.

Hans Stig Moller was appointed Managing Director of Maersk Panama S.A. in March 1998. He has responsibility for the country of Panama for the A.P. Moller Group.

Mr. Moller joined A.P. Moller/Maersk Sealand in 1987 as an account executive in Los Angeles, California, after graduating from the University of Southern California. Since then he has held various management positions in Madison, New Jersey, Memphis, Tennessee, and Seattle, Washington, before relocating to Panama.

He is currently serving on the board of the Panama Maritime Chamber as treasurer and is a member of the American Chamber of Commerce as well as the Panama Chamber of Commerce.

Edward Badolato
President, CMS

Edward V. Badolato has over 30 years of broad experience in various areas of transportation security including air, truck/rail, maritime and pipeline operations. His experience involves port and airport cargo security planning, logistics, management, customs operations and export controls. He was a Deputy Assistant Secretary at the Department of Energy for Presidents Reagan and Bush. He was the Chairman of the National Cargo Security Council from 1995-1999, and has also served as the Chairman of the FAA’s Air Cargo Security Working Group. He is on the U.S. Transportation Research Board’s Task Force on critical infrastructure protection. He has also been involved as a senior advisor to the President’s Commission on critical infrastructure protection. He is an Adjunct Professor at Georgetown University in Washington where he teaches graduate courses in Marketing, Distribution, and Supply Chain Management. He is a retired U.S. Marine Corps Colonel. He is currently the President of Contingency Management Services, Inc., a Washington-based international security consulting company.

Michael Rosenberg
Vice President, Conference and Transportation Division
E.J. Krause and Associates

Michael Rosenberg is Vice President of the conference and transportation division at E J Krause & Associates, the largest privately held trade shows organizer in the United States.

In his eleven years with EJ Krause, Mr. Rosenberg has organized exhibitions in twelve countries on four continents covering 15 different industries.

Rosenberg is an alumnus of Colombia University.

Américo de la Guardia
Director of Marketing, Panama Institute of Tourism

Americo de la Guardia was appointed Director of Marketing for Panama Institute of Tourism (IPAT) in May of 2000 where he has the responsibility for overall marketing planning and implementation, specially in promoting Panama’s image abroad. Earlier in his career he was Regional Marketing Director of IPAT in New York working with hotels, airlines and wholesalers in the preparation of special packages for traveling to Panama.

Prior to joining IPAT for his second stint, Mr. de la Guardia was general manager of American Airlines Panama from 1996 to 1999, an operation with $44 million annual sales. Previously he was Regional Manager for Air Panama with responsibility for the Miami operation, the largest outside of Panama City. In addition to his experience at IPAT and airline management, Mr. de la Guardia was Executive Director of Tocumen Airport, the international airport that serves Panama City.

Mr. de la Guardia has an Arts Degree in Economics from Florida International University, an Associate Degree in Business Administration from Miami-Dade College, Miami; and a Certificate in Hotel Operations Management from the American Hotels Corporation at Penn State among his scholastic achievements.

Joaquín E. Jácome
Minister, Ministry of Commerce and Industries

In September 1999 the Government of Mireya Moscoso appointed Mr. Joaquín Jácome Minister of Commerce and Industries. He is a founder-partner of Jácome & Jácome, Attorneys at Law, and legal counsel of Econogrupo, S.A.

Minister Jácome has a distinguished diplomatic career. He was Honorary Consul of Panama to the Kingdom of Sweden, former Attaché of the Panamanian Embassy in the Kingdom of Sweden and also Accredited before the Kingdoms of Denmark and Norway, and the Republic of Finland and Lithuania.

Minister Jácome worked in Colombia for Química Ariston Colombia Ltda., as Human Resources Manager, later becoming its Office manager. His political career includes running for Congress for the Molirena Party in 1994 and in 1999. He is also member of the board of directors of the Molirena Party, the third largest political party of Panama.

The responsibilities of Minister Jácome spread over a number of key sectors in the Panamanian economy including commerce, industry, energy, maritime, tourism, technology and telecommunications among others. He has also been heavily involved in Panama’s participation in the Free Trade Area of the Americas (FTAA) and in the international negotiations of bananas.

Minister Jácome obtained his law degree from the Los Andes University of Bogotá, Colombia. He has a Master in International Law from the University of Stockholm.

Francis S. Urbany
Vice President, International,
BellSouth Corporation

Francis S. Urbany is Vice President, International, BellSouth Corporation Washington, D.C. Mr. Urbany’s responsibilities encompass international business development and operations, market access, regulatory and trade issues.

BellSouth’s international operations are focused on three regions of the world Latin America, Europe/Middle East and Asia Pacific. Principal lines of business include wireless, long distance and alternate networks.

Mr. Urbany has extensive international negotiating experience involving telecommunication operations, radio spectrum and trade matters. Prior to joining BellSouth in 1987 he served in the White House Office of the Telecommunication’s Policy and later as Associate Administrator of the U.S. National Telecommunication and Information Administration in charge of international policy and radio spectrum matters.

He currently serves as Chairman of the Universal Wireless Communications Consortium (UWCC), an international association of over 100 wireless carriers and vendors supporting TDMA digital and related technologies and standards. He is also member of the International Policy Committee, United States Chamber of Commerce, The Department of States’ Advisory Committee on International Communication and Information Policy and the Free Trade Agreement of the Americas Joint E-Commerce Committee.

Mr. Urbany is a graduate of Harvard University, the George Washington School of Law and the George Washington School of Business Management. He is a member of the Virginia Bar and has been admitted to practice before the Supreme Court of the United States.

Fernando Villamizar
President & General Manager, BEPS Corp.

Mr. Villamizar is a civil engineer specializing in communications. He is a certified engineer for the design, implementation and installation of communication networks.

Mr. Villamizar is President & General Manager of BEPS Corp, a Panamanian company dedicated to outsourcing technology services which include information, telecommunications and logistics.

Mr. Villamizar is Executive Director and Former President of the Telecommunications Chamber of Commerce CAPATEL; Former President of Intered Panama, an association of Internet providers in Panama; Commissioner representing the private sector and the telecommunications sector in the National Commission of Technology Information; Commission promoting higher technology; Commission for the drafting of laws for electronic commerce; Commission for the development of Call Centers.

Former Manger of important Businesses in Telecommunications, which include Telpan, Latinet, Orbinet Telecommunication’s and the communications group IBM/GBM of Panama.

Mr. Villamizar has spoken in national and international forums discussing issues dealing with the Internet, Network Telecommunications, and security and electronic commerce.

Mr. Villamizar has 18 years of experience in computer systems, negotiation and telecommunication solutions consulting and implementing technology.

Eduardo Gandarilla
Vice President for the Americas Region,
Teleglobe

Mr. Eduardo Gandarilla currently holds the position of Vice President for the Americas Region at Teleglobe. Prior to joining Teleglobe, Mr. Gandarilla held the positions of Managing Director at AT&T Mexico, Vice President of the Americas at Wang Labs, and Vice President of International Operations at Gould Electronics. Mr. Gandarilla holds a BS in Electrical Engineering and a Master in Computer Science from Instituto Politecnico Nacional of Mexico. Mr. Gandarilla also has participated in executive courses at the Wharton Management School of the University of Pennsylvania.

Nils Peterson
CEO, ALTEC

Nils Peterson currently is the founder and CEO of Alta Tecnologies, ALTEC S.A.. Founded in 1999, ALTEC was the first international data center in Central America.

From 1990 to present, Mr. Peterson is general manger of Grupo Simplex located in Panama specializing in designing, selling, installing and maintaining computerized telephone PBX, burglary and fire alarm systems, access control systems, closed circuit video television equipment, and satellite earth stations for data and voice communications. From 1988-1990 Mr. Peterson was sales manager of Radiophone located in Switzerland which specialized in fire and burglary alarm systems, access control systems as well as closed circuit video equipment. From 1976-1988 he was telecommunications systems manger with Sistemas de Panama, S.A. and from 1970-1976 Technical Manager from Radiol, S.A.

Mr. Peterson’s memberships include Alliance Francaise de Panama, President from 1995-2001; Club Kiwanis de Panama, President from 1996-1997; Systems consultant for multinational corporations; Science & Technology Commission, member and consultant from 1997-1999; International Tecnopark Panama, committee member; security and communications consultant for the Panamanian Government; Founder of the Panama Museum of Modern Art; Apede, Panama Executive Society, Panama Chamber of Commerce and Industry; Panama Chamber of E-Business as Vice President.

Mr. Peterson received degrees in Marketing, Management, Finance and Computers from the University of Florida State in Panama. He also attended the Swedish Institute of Management in Stockholm, Sweden attending an applied international management program and also attended the Swiss Technological Institute in Geneva, Switzerland receiving a degree in mechanical engineering.

Indira Hayams R.
Vice President, IP Services & Marketing, Cable & Wireless

Mrs. Indira Hayams is currently Vice President of IP Services & Marketing for Cable & Wirless, leading the organization that operates and maintains the Internet Service Provider node C&WP operates in Panama. Additionally, Mrs. Hayams is also in charge of Internet Pre-Sales and Internet Business Solutions Group.

Mrs. Hayams career at C&WP include previous responsibilities as Marketing & Sales Vicepresident for small and medium business, a new organization in the company oriented to this very specific business segment, Product Development Management for Data and IP access product and corporate account sales manager responsible for top 300 accounts.

Before Mr. Hayams joined C&WP, she had previously worked eight years as sales support and sales manager for banking and finance sector at Unisys de Panamá, a company dedicated to sales and maintenance of information technology solutions.

Mrs. Hayams attended Santa María, La Antigua University where she received a Bachelor in Computer Science in and Statistics and a Master in Business Administration.

Richard Firestone

Richard Firestone’s practice covers a wide range of telecommunications issues, domestic and international, and a broad spectrum of clients, including large firms and new entrants, service providers and users, and government entities. He has helped clients adapt to rapidly changing regulatory structures and marketplace realities. Whether involved in the strategic planning or implementation of a new structure venture or a merger or acquisition, advising with respect to the impact of a new technology, negotiating contracts, representing clients before regulatory agencies or in court or assisting with the privatization and restructuring of a marketplace.

Mr. Firestone brings a breadth of depth of experience and judgment to a client’s issues. Before joining Arnold & Porter, he served as Chief of the Common Carrier Bureau of the Federal Communications Commission. Mr. Firestone holds a J.D. from the University of Michigan Law School and a B.A. from the University of Michigan.

Oscar Bazoberry

As the founder and president of World Data, Inc., Mr. Bazoberry is responsible for the design and implementation of Internet-based business solutions for major carriers, ISP’s, ASP’s for emerging telecommunications companies. Mr. Bazoberry has more than 23 years experience in the analysis, design, development, and implementation of business applications that involve the entire spectrum of computer, network, and telecommunication technologies. Mr. Bazoberry is also very active in projects involving technical and management aspects of the Internet, Intranets, Extranets, convergence of telecommunications and information technologies, LAN and WAN networks, Network Service Providers, business process redesign, and Internet business models.

Mr. Bazoberry earned a Master of Science in Engineering Administration from the George Washington University and a Bachelors of Science in Electrical Engineering with a minor in Computer Science from the University of Maryland.

Paul Kayatta
President, Global Government Solutions, Global Crossing

Paul Kayatta is responsible for Global Crossing’s activities with governments around the world. This responsibility includes overall business results and client satisfaction across Global Crossing’s entire portfolio of products and services; it also includes the development of customized solutions that address the unique requirements associated with the complex global nature of the Government Enterprise. Mr. Kayatta joined Global Crossing in February 2000 after twenty-four years with IBM Corporation. His last position as directing IBM’s business with the Defense and Intelligence agencies of the U.S. Federal Government. Mr. Kayatta is a member of the Board of Directors of the Armed Forces Communications and Electronics Association (AFCEA) and a member of Industry Advisory Council (IAC).

Mr. Kayatta holds a BA degree from Boston College and an Masters from the Graduate Faculty, New School for Social Research in New York, NY.

Eugene Renzi
President, Mantech Telecommunications and

Mr. Renzi joined ManTech International Corporation in 1993. His duties encompass corporate business development endeavors relating to Defense communication activities and he plays a key role in implementing and coordinating ManTech International Corporation’s strategic planning. Mr. Renzi also directs the operation of MTISC, an international systems company recognized as a technical leader in telecommunications systems design, control, communications, computers, and intelligence (C41) in the worldwide market.

Mr. Renzi attended Northeastern University, where he received a Bachelor of Science degree in Business Administration and received a Master of Science degree in Education. Memberships include the Board of Directors, U.S./Panama Business Association and National Security Industrial Association.

Roy Katz Rabinovich

Mr. Roy Katz is currently President of Advanced Communications. In the year 2000 he was partner and director of Ayayai.com an Internet service provider. From 1998-2000, Mr. Katz was partner and director of Superproducts International, a wholesale jewelry company in the city of Panama. From 1996-1998 he was partner and director for Advanced Communication Network, a telecommunications company for added value services in the Republic of Panama. From 1994-1996 he was partner at Katz & Lopez Attorneys at Law dedicated mostly to telecommunication and commercial law, negotiations and contracts. From 1991-1994 Mr. Katz was president of Alpha Trading International a wholesale jewelry company.

Mr. Katz’s interests include President of the Ashikenazi Jewish Community of Panama; Member of the Board of the "Association de Usuarios" of the Free Zone of Panama; and Member of the Anti-Defamation League of Bnai Birth.

Mr. Katz has a Bachelor in Law and Political Science from the University of Santa Maria La Antigua, and a Bachelor in Science and Philosophy from the Albert Einstein Institute.
